Regulations and Permits
SCDD Permits/Requirements
All plans for bridge construction over the Skokie River and Middle Fork channels need to be submitted to SCDD for review and approval.
NPDES II Stormwater Permit
SCDD is considered to be an operator of a small municipal separate storm sewer system (MS4) under the National Pollutant Discharge Elimination System (NPDES II) program and is required to secure a General Storm Water Permit from IL EPA.
MS4s must develop a stormwater management program comprised of best management practices (BMPs) and measurable goals for the following six minimum control measures.
- Public education and outreach on storm water impacts
- Public involvement and participation
- Illicit discharge detection and elimination
- Construction site storm water runoff control
- Post construction storm water management in new development and redevelopment
- Pollution prevention/good housekeeping for municipal operations
The Lake County Stormwater Management Commission (SMC) is established as a countywide Qualifying Local Program (QLP) and performs some of the activities required to meet the minimum control measures.
The SCDD has developed a Storm Water Management Plan (SWMP) that describes the BMPs that will be implemented to meet permit requirements, and files an annual facility inspection report with the IL EPA for the NPDES permit.
