SKOKIE CONSOLIDATED DRAINAGE DISTRICT
Monitoring, Operation and Maintenance

Tree debris in channel to be removed
MONITORING, OPERATION AND MAINTENANCE
Channel Easement Vegetation Management
Channel maintenance activities focus on maintaining an open channel for conveyance of stormwater flows through the Skokie River and Middle Fork, and identifying problem areas that warrant future attention as capital improvement projects. Ongoing maintenance activities primarily include periodic inspections and removing downed trees and accumulated woody debris from the channels. Removal of invasive woody plants on the channel banks is also used to support streambank stability and maintain conveyance. Debris jams and downed trees in the channel may be identified during periodic inspections but are frequently reported by residents or community organizations with property adjacent to the Skokie River or Middle Fork.

Monitoring and Maintenance of Past Project Areas
The Skokie Consolidated Drainage District (SCDD) also maintains the channel and streambanks in the SCDD easement for the areas of channel that have been stabilized and restored with past capital improvement projects. Annual inspection, monitoring, and maintenance is completed in accordance with operation and maintenance (O&M) plans developed for the SCDD projects.Channel and Outfall Inspections for NPDES II Permit Program
The Skokie Consolidated Drainage District’s (SCDD) goal is to inspect/monitor at least twenty percent of the Skokie River and Middle Fork North Branch Chicago River channels within the SCDD drainage area for worsening channel erosion and channel obstructions each year. In addition, twenty percent of the stormwater outfalls into the river channels are also inspected for the NPDES II stormwater permit program to detect any illicit discharges to the river.
