About SCDD
Organization
The Skokie Consolidated Drainage District (SCDD) is a special purpose District created under the Illinois Drainage Code. The District manages drainage systems located within the East Fork (Skokie River) and Middle Fork sub-watersheds located in Lake County, Illinois. The District is responsible for the operation and maintenance of the channels and culverts which have been constructed by the District under the provisions of the Illinois Drainage Code.

The East Fork (Skokie River) and Middle Fork channels represent two of the three tributaries that form the North Branch of the Chicago River (NBCR). General Information
The District is managed by a Board of three commissioners who are appointed by the Lake County Board. The District contracts for construction and professional services and does not have any employees. Commissioners make management decisions at regularly scheduled public meetings and file an Annual Financial Report for approval by the Lake County Circuit Court. In addition to conducting public meetings, the District maintains the following general categories of records, which are available as required by the Freedom of Information Act: annual financial reports, agendas, minutes, ordinances, resolutions, project records, court filings, assessment records, easement records, contracts, and general information files. Specific Services Provided by District
Maintaining and Improving Conveyance
- Removing downed trees and other debris that block flow in the channels within the drainage district’s easement
- Stabilizing severely eroding streambanks that cause sediment to accumulate and impede conveyance
Improving Water Quality
- Monitoring the waterways for illicit pollution discharges and excessive channel erosion
- Reducing sediment pollution caused by erosion
- Maintaining membership in the North Branch Watershed Workgroup formed to address water quality impairments caused by pollution in the waterways
Mitigating Flood Damage
- Operating and maintaining the Atkinson Road flood storage reservoir
- Improving conveyance within the district’s easement
- Cooperating with local communities and agencies on flood mitigation projects which outflow into the East Fork ( Skokie River) and Middle Fork stormwater channels
